28. In the case of a person whose previous licence was revoked and who did not seek a refund of part of the insurance contribution to which he was entitled, an amount is subtracted from the insurance contribution exigible for the issuance of a new licence according to the terms prescribed by the second paragraph.
From the amount of the insurance contribution exigible is subtracted the amount of insurance contribution paid for the number of months, excluding parts of months, for the revoked licence from the date of licence revocation and the expiry date of the period for which the insurance contribution was paid.
This section does not apply when a period of more than 3 years has elapsed between revocation of a preceding probationary licence and issue of a new driver’s licence.
